Ed Rendell said in a statement that the bill’s $347 million, or 3 percent, funding boost for pre-K through 12th grade and higher education was the greatest increase the state has seen in “history.” A statement sent out by his aides called it the biggest such increase in two decades. It would also ease the burden on local property taxes, he said, since a significant proportion of them go toward education funding.
